There is has been an uptick in false invoicing scams nationwide. Please note: payments for Planning and Development permits and applications should be submitted via the official payment portal, and legitimate invoices will only be sent from a columbiasc.gov email address. Zoning Public Hearings (ZPH)

City Council generally holds Public Hearings on zoning and planning matters the third Tuesday of every month. A calendar of dates is located below. Public hearings are held at City Council Chambers on the 3rd floor of City Hall, 1737 Main Street. City Council hears only the cases that have been to Planning Commission or have been placed on the agenda by the Zoning Division in accordance with local and state statutes.

City Council Notice 11/17/2026

Once an application has been scheduled for public hearing before City Council, the above sign will be posted on the property by staff. Staff will remove the sign after the meeting has occurred.

Applications

Zoning and planning matters to be considered by City Council must be reviewed by Planning Commission first; applications for Planning Commission may be found here.

Participate

City Council meetings are open to the public and generally  City Council holds public hearings on Zoning and Planning matters on the 3rd Tuesday of every month. Council agendas are generally released the Friday prior to the meeting, and include packets detailing the applications under consideration.

Cases are also posted and advertised in accordance with Title 30, Chapter 4 of the Code of Laws of South Carolina.

Speaking at the Meeting

Individuals are generally allotted up to three minutes to address City Council about items on the agenda. As public hearings are held for each zoning and planning matter on City Council’s agenda, those interested in speaking should sign up when they enter the meeting room to speak on that agenda item.

Watch Online

City Council meetings are streamed live via the Meetings Portal. While the meetings may be streamed live, there is not a option to participate in the meetings remotely.
