Downtown Columbia Overlay District + Guidelines
The Downtown Columbia Design Guidelines are intended to support the goals and objectives of the Downtown Columbia Strategic Plan, which was adopted by City Council in June of 2025.
The Downtown Columbia Design Guidelines serve as an implementation tool that establishes design-based guidance and standards for development activity within the Downtown Columbia Overlay District. The guidelines guide new construction, conversion, adaptive reuse, enhancement, and conservation of buildings and streetscapes within the Downtown Columbia Overlay District. These guidelines: emphasize the development’s relationship with the public realm; prioritize design and promote design excellence in order to enhance existing and future character of Downtown Columbia’s many neighborhood districts; provide flexibility and generate a variety of potential design solutions and outcomes; improve the communication and participation among the development community, City staff, elected/appointed officials, and the public; and express and convey the interests of the community through well-written, clearly understood development and design guidelines.

About the Planning Process
Through the Downtown Columbia Strategic Plan + Guidelines effort, we worked with the Columbia community to discern a refreshed vision for the quality of the built environment Downtown. It was 25 years since the adoption of the City Center Master Plan and more than 15 years since the adoption of the Innovista Master Plan. In the years since these plans were adopted, much changed: major infrastructure projects have been completed or are underway, thousands of housing units have been built, the City adopted a new Unified Development Ordinance and Comprehensive Plan (Columbia Compass), the Covid-19 pandemic has shifted the way people use downtowns, and lastly, transportation trends have created new shared and electric alternatives. As such, this new Strategic Master Plan for Downtown Columbia:
Creates a community-driven vision for the public character of Downtown.
Establishes priorities for public policy and public investment in the Downtown built environment.
Protects the unique character and assets of the historic urban core.
Forms the basis for Downtown Design Guidelines to help shape great public spaces.
Study Area
The Downtown Study Area includes parts of downtown previously covered by the City Center and Innovista Overlay districts, which generally includes Elmwood Avenue on the north to Catawba Street on the south and Pickens Street to the east and the Congaree River to the west.
Adopting the Plan + Guidelines
The Planning Commission (PC) and the Design/Development Review Commission (D/DRC) made recommendations to City Council at their May meetings, and City Council held a public hearing and first and second readings over the course of two meetings in June. This adoption process covered:
- The Downtown Columbia Strategic Plan + Appendix
- The Downtown Columbia Design Guidelines
- An update to the Official Zoning Map to add the Downtown Columbia Design Overlay District, thereby replacing the existing City Center (OV-CC) and Innovista (OV-ID) Design Overlay Districts
- Revisions to the Unified Development Ordinance related the adoption of the new overlay district and guidelines, removal of the City Center and Innovista guidelines and overlay districts, and recommended process changes.
The adoption of the new Downtown Columbia Overlay District, the guidelines to govern the district, and other revisions to the text of the UDO included an effective date of January 5, 2026, to allow City staff to identify other necessary procedural updates as well as administrative updates to the UDO for Council to consider at a future date.

Ways You Engaged
Throughout this process, there were various opportunities for citizens to provide their feedback about downtown, both online and in person:
- Stakeholder Roundtables with representatives from downtown’s businesses, institutions, organizations, and resident groups were held during a two-day period in March 2024, as well as again in March of 2025 to discuss the draft guidelines.
- Mobile Workshops were held across downtown starting in April 2024 to collect feedback and share information about the project. Thanks to all who attended any of the three public workshops held on April 17th and 23rd – your input makes for a better plan!
- An Online Survey to gather initial feedback was available throughout April 2024. The 700+ responses we received helped us understand your priorities – thank you!
- Community Meetings open to all Columbia residents interested and passionate about downtown; public open houses were held on August 1, 2024 at the Columbia Metropolitan Convention Center. If you were unable to come, you can still provide your feedback – see the link to video and subsequent survey below.
- Public Open Houses open to all Columbia residents interested and passionate about Downtown were held March 12, 2025; participants learned about the draft documents, and how the draft guidelines will help our future built environment reflect the big ideas that were received with enthusiasm and great support last August! The comment period for the draft documents closed March 21, 2025.
- The process to adopt the plan, overlay, and guidelines documents included review and recommendation by the City’s Planning Commission (PC) and Design/Development Review Commission (D/DRC) at their regularly-scheduled public meetings, prior to a public hearing and two votes by City Council. City Council adopted the plan, zoning overlay district, and guidelines on June 24, 2025. The overlay district and guidelines were adopted with an effective date of January 5, 2026.

Public Open Houses (March 2025)
We hosted two public open houses on Wednesday, March 12th! These drop-in format open houses provided community members interested in the future of Downtown Columbia a chance to review the draft guidelines, which are a key deliverable of the planning process that have the potential to shape Downtown Columbia’s built environment for years to come.
